Description of the
Technology.
So Brilliant waterless car wash is
water-based and environmentally safe. So Brilliant products will
clean and care for your car, boat, campervan or motor bike. So
Brilliant provides a terrific water saving alternative to help
conserve our scarce water resources.
So Brilliant's waterless car wash can be
used almost anywhere, anytime on wet or dry surfaces as long as the
paint surface is not excessively soiled, muddy or caked with sand.

3.2 Formulation Requirements
The phosphorous load shall not exceed 25 mg/litre. General
purpose cleaners shall not be formulated or manufactured with:
EDTA;, NTA;, APEO’s; reactive chlorine compounds chlorine
carriers, substances classified as carcinogenic greater than
0.1% of any ingredient that is classified or may be classified
as mutagenic or tetragenic ; greater than 1% of any ingredient
that is classified as a contact sensitiser. |
GECA received MSDS for the
product, no hazardous ingredients are mentioned in this
document, in addition GECA inspected MSDS for the colorant and
the fragrance. None of the substances mentioned in this
criterion are included in the product. A manufacturer’s
declarations state the product does not contain any of the
hazardous ingredients listed. |
3.3 Solvents
General purpose cleaners must not contain: a) Halogenated organic solvents
or butoxy-ethanol; b) volatile organic compounds in excess of
10% |
The manufacturer has declared that
there are no solvents included in the product, inspection of
MSDS for production ingredients supplied confirms this. |
3.4 Fragrance
Fragrance must be produced and used in accordance with the “Code of
Practice” compiled by the International Fragrance Association (IFRA). |
A citrus odour is added to the
product, this ingredient has been certified by the International
Fragrance Association (IFRA) in compliance to the IFRA code of
practice and standards. The restricted substances listed in this
criteria are banned by the IFRA standards (refer to http://www.ifraorg.org/GuideLines.asp) |

3.5 Colors
Colorants used must be included on the “List of Colouring Agents
Allowed for use in Cosmetic Products” in Annex IV of European
Commission Directorate 76/768/EEC, 27 July 1976 on the
Approximation of the Laws of the Member States relating to
Cosmetic Products (OJ L 262, 7.9.1976, p 169). |
A colorant is added to the
product. This colorant is not intended for cosmetics use and is
not included in the EU directive mentioned in this criterion. A
review of MSDS for the product (Pylaklor Fluorescent Orange)
confirms that the product is not a carcinogen mutagen or skin or
eye irritant. |
3.6 Consumer Information
a) The detergents must be accompanied by instructions for
proper use so as to maximise product performance and minimise
waste.
b) All detergents must display on the container a list of
product ingredients which complies with the requirements of the
EEC Commission Recommendation for Labelling of Detergents and
Cleaning Products. |
Inspection of a product sample and
brochure provided to GECA finds insufficient information with
regards to the requirements of this criterion. Following the
GECA assessment So Brilliant have committed to providing the
necessary information to consumers. |
3.7 Packaging Requirements
All plastic containers and plastic components must be made of plastic that
are recycled in Australia (or the country to which the product
is exported and sold). Packaging must not be impregnated,
labelled, coated or otherwise treated in a manner, which would
prevent recycling (i.e. PVC sleeves, metallic labels). All
plastic packaging (i.e. container, cap, measuring devise) must
have a plastic resin identification code clearly visible on each
item. Packaging (including labels) must not contain PVC or any
type of chlorinated materials. The cardboard packaging shall
consist of ≥70% recycled material. |

3. Environmental and Social Regulatory Obligations:
GECA also found the product to
be fully compliant with their obligations under Labour,
Anti-Discrimination, and Safety Regulations. The company
has not been the subject of prosecution in relation to
compliance with labour, anti- discrimination, safety
regulations and environmental regulations.
