Description of the
Technology.
Cumberland
Stationery is an Australian owned company that has been
manufacturing stationery and other PVC products in
Australia, since the early 1960's.
The reason Cumberland has been so
successful is our ability to supply quality products -
on time. We recently scored a 100% fill rate supplying
one of Australia's largest office suppliers and have
seamlessly supplied diaries for Australia's largest
corporate diary contract for the past 3 years.
Manufacturing in Australia, added to
the current value of the Australian dollar, means we can
offer our customers flexibility and world competitive
pricing. For example, apart from our core stationery
business, Cumberland has recently manufactured a large
order of self-inflatable pillows for the Japanese
market!
Industry recognition? We're members
of the Australian Plastic Fabricators Association and
the Australian Promotional Products Association and
therefore subscribe to the high ethical values of these
organisations - plus we've won a number of industry
awards.
Cumberland's management and staff
have a strong commitment to the Australian environment,
so apart from recycling many of our waste materials, we
also, where possible, use recycled materials (such as
recycled cardboard in our binders). Recently we added
environmentally friendly polypropylene to the range of
materials we offer our customers.

2. The Products
We all want to look after the environment! With Cumberland’s new EarthCare range you can do exactly that! The Binders and Lever Arch Files are 100% recyclable, 70% biodegradable and are made of 70% recycled material.
The range includes 2D,3D and 4D Binders in 25mm,40mm and 50mm capacity. There are also Lever Arch Files with a metal shoe for extra strength, rado fittings and metal thumbhole.

Product
Category Scope
The GECA 11-2007 - Recycled Paper Products standard is
applicable to the full range of recycled paper products on the
Australian market in regard to environmental, quality and social
performance. As the Cumberland Stationery Products under
assessment fall within section 2.7 "General Recycled Paper
Products", the standard provides appropriate guidelines for
the assessment of the products under assessment |
Cumberland Stationery have been
manufacturing and importing Stationery products since 1969. The
company has a factory in Ingleburn which employs approximately
40 staff, and sales representatives in every Australian State,
bringing the total number of staff for the company to
approximately 65 people. The recycled board composing the bulk
of the product is imported from Thailand, where it is
manufactured in a factory which holds ISO 9001 certification.
The board is then shipped to Ingleburn, where Cumberland
Stationery affix the PP covers and sleeves, D- ring fittings,
and edge re-enforcements. |
Fitness For purpose
Certified products should be good performers in their
intended application. The manufacturer of the product must
ensure that the product is fit for its intended purpose |
The EarthCare Binders & Lever
Arch Files are constructed of 3 materials - Steel, boxboard and
polypropylene. The products are designed and manufactured to
meet trade standard paper sizes and capacities, with spine
widths including 25mm, 40mm & 50mm. The Lever arch files are
made with wide-based D fittings for a stronger "snap".
The product has been inspected by GECS and the product has been
widely used in the Australian market. |
Recycled Content
Certified products shall meet the minimum resource
efficiency requirements outlined below for recycled material
content by weight. |
The EarthCare Binders and Lever
Arch files are made with 70% recycled paper, and as they fall
under category 2.7, they are deemed compliant with this
criterion. The primary board known as grey which provides the
primary weight and strength to the construction is produced with
100% post consumer recycled paper. The weight is well in excess
of the requirements. |
Recyclability Requirements
No certified product may be plastic laminated, extrusion
coated, coated or impregnated with wax or otherwise treated in
such a manner which would prevent further recycling at the end
of the normal life of the product. |
The EarthCare Binders and Lever
Arch files are coated with polypropylene sheets. These can be
easily peeled off to allow for recycling of both the board and
the PP sheet, which is to be labelled with the appropriate
recycling code. The steel edge reinforcement on the Lever Arch
File and the D fittings on both products can be easily separated
from the board with a simple tool such as a screwdriver. |
Fibre Sources
Virgin fibre used in certified products must not be sourced
from Australian or any other indigenous ecosystems. The
geographical origin of virgin fibre material must be documented,
allowing confirmation of origin throughout the supply chain.

GECS have reviewed a statement
from Vitaya Janvinyasopak, Director of The Eastern Industrial
Co., Ltd, stating that the grey board they supply contains no
virgin fiber. The Eastern Industrial Co is the sole supplier of
board for use in the products under assessment. |
Emissions Requirements
Combined emissions from the production of all the paperboard
components (apportioned to the product being licensed) must
achieve weighting results for AOX, COD and sulphur (S) discharge
in accordance with the limits. |
The manufacturing process used by the primary
board manufacturer does not make use of the chlorine, sulphur,
or other surfactants. The production process uses a closed
system of water supply. Since there is no effluent discharge to
surface waters under this system, hence there is no requirement
for test results for AOX, COD and Sulphur (discharge) |
Surfactants
When surfactants are used in the manufacturing process, such
as for the de-inking of recycled paper input, where quantities ?
100 g/ADT (summed over all the surfactants used in all the
different formulations used in de-inking return fibres), each
surfactant shall be readily biodegradable in accordance with
OECD test method No. 301 A-F. Where such surfactants are used in
quantities < 100 g/ADT, each surfactant shall be readily
biodegradable or ultimately biodegradable in accordance with
OECD test method No. 302 A-C. |
According to preliminary
information received by GECS there are no surfactants used in
the production of the EarthCare Binders or Lever Arch Files. |
Bleaching
The recycled paper input must not be bleached during the
recycling process (including de-inking, pulping and paper
making) with substances containing chlorine. |
GECS are informed that no
bleaching is performed on the recycled cardboard used in the
EarthCare Binders and Lever Arch Files. This is evident from
inspection of the products undertaken by a GECS assessor. |
Packaging Requirements
Used packaging shall be able to be recycled by local recycling
systems. Chlorinated or halogenated plastics must not be used in
product packaging |
The only packaging used for the
EarthCare Binders and Lever Arch Files are cardboard boxes which
can be recycled by local recycling facilities. |
Compliance with Environmental
Legislation
The applicant is required to comply with relevant
environmental legislation and government orders at the Local,
State, and Commonwealth levels, if these have been issued. An
applicant's compliance with these criteria may be established by
undertaking a series of random checks; and/or by gathering
samples of applicant operational procedures and documents from
approved assessors as evidence to support compliance during the
verification. |
Cumberland Stationery have
informed GECS that the company has not been involved in any
environmental incidents, nor have any prosecutions been filed
against the company. The Ingleburn factory is located in an
industrial zone (4a), and produces no emissions. The Thai
manufacturing facility is certified with ISO 9001 accreditation
and has not been subject to prosecutions on environmental
issues. |

3. Environmental and Social Regulatory Obligations:
GECA also found the Cumberland
Stationery range to
be fully compliant with their obligations under Labour,
Anti-Discrimination, and Safety Regulations. The company
has not been the subject of prosecution in relation to
compliance with labour, anti- discrimination, safety
regulations and environmental regulations.
