Technology.
Rockcote is an Australian manufacturer of
architectural texture coatings.

3.0 Fitness for Purpose
Certified products should be of high quality and perform well in
their intended application. High standards of product
performance are implicit in the label. Certified product must
ensure that the product is fit for its intended purpose
|
The Rockcote enterprises
nominated products are manufactured under an internal quality
assurance regime, all product batches are tested internally for
viscosity, pH Colour etc on a batch by batch basis.
The products have been externally evaluated for a range of
fitness for purpose criteria. This external assessment was
undertaken through an accelerated durability test, exterior
durability test, and an accelerated efflorescence test.
The products have been on the market for a number of years and
have been accepted as fit for purpose by the market.

4.1 VOC levels
Compliance to these criteria can be demonstrated by the VOC
levels of the base paints with or without pigments

As can be seen from the table above, VOC levels
are well below the maximum permitted levels.
The Degussa Colortrend 802 and 810 ranges used to tint EcoStyle
paints have maximum VOC levels of 10 g/L. |

4.2 Titanium Dioxide, Zinc

4.3 Glycol Ethers
Should not contain certain glycol ethers

MSDS information received by GECA
shows that the nominated products do not contain the glycol
ethers listed in Table 2 of the standard. |

4.4 Heavy Metals
Sb, Ba, Cd, Pb, Cr, Hg, and Arsenic or any toxic heavy metals
and their compounds shall not be added during production.
The use of Barium Sulfate (Barite) is excluded from this
limitation.

MSDS information received by GECA
shows that the nominated products do not contain any of the
heavy metals: Sb, Ba, Cd, Pb, Cr, Hg, or Arsenic and that toxic
heavy metals and /or their compounds are not added during
production. An additional statement by an Executive Officer of
the tint manufacturer Degussa Australia Pty Ltd states that the
802 and 810 colorants do not contain the heavy metals listed in
this criterion. |

4.5 Packaging
All plastic packaging containers must have a plastic resin
identification code clearly visible on each container.
Paint containers must be made of materials that are able to be
recycled. Before use, packaging must not be impregnated,
labeled, coated or otherwise treated in a manner that would
prevent recycling.

The nominated products are
packaged in plastic drums, the resin identification code is
displayed appropriately on these as verified by a GECS assessor
during a site assessment. |

4.6 Carcinogenic substances
Approved paints should not contain substances listed as
carcinogenic by the International Agency for Research of Cancer
(lists A, B1) at a rate of exposure not exceeding one twentieth
(1/20) of those defined by exposure standards determined by the
National Occupational Health and Safety Commission (Worksafe
Australia).

A review of MSDS for all
ingredients supplied by Rockcote finds the only ingredient
classed by the IARC (lists A, B1) as carcinogenic is crystalline
silica, the silica used in the paint cannot be inhaled by the
user as it is bound within the paint matrix, due to this the
cancer risk is eliminated.. |

4.7 Restricted Substances
Alkyl phenol alkoxylates (APEO’s) shall not be added during
production.
|
A review of MSDS for all
ingredient including colorants finds no APEO’s, in addition the
colorants used are specifically stated to be an alternative to
APEO based colorants and GECS received statements by the
manufacturer attesting to that. |
4.8 Use of Ozone-depleting Substances in
Industrial Solvents and Cleaning Agents
The solvents used to clean the production equipment of
architectural coatings must not contain ozone depleting
substances as listed in Annex A, Annex B and Annex C of the
Montreal Protocol or certain others

4.9 Solvents
The paint shall not be formulated or manufactured with more than
20% by weight of hydrocarbon solvents, with any aromatic
hydrocarbon solvents, halogenated solvents or using ethylene
glycol
|
GECA reviewed MSDS for solvents
used, all product ingredients are in compliance to the
requirements of this criterion. |

3. Environmental and Social Regulatory Obligations:
GECA also found Rockcote to
be fully compliant with their obligations under Labour,
Anti-Discrimination, and Safety Regulations. The company
has not been the subject of prosecution in relation to
compliance with labour, anti- discrimination, safety
regulations and environmental regulations.
